“Russia is not only committing human rights abuses, but also shaking the foundations of international peace and security,” Sergei Kislitsa, Ukraine’s ambassador to the United Nations, said before the vote. The United Nations on Thursday (04.07.2022) decided to suspend Russia’s participation in the Human Rights Council in response to alleged Russian abuses in Ukraine. At the initiative of the United States and its allies, the United Nations General Assembly voted 93 in favor, 24 against and 58 in favor.

Among the countries that voted against was China, which considers it an “emergency attempt” that “adds fuel to the fire” and a “dangerous precursor”. Iran, Kazakhstan, Bolivia and Cuba also protested. Called for a vote against Venezuela but lost the right to vote due to the accumulation of outstanding money. Surprisingly, Russia, Belarus and Syria opposed the resolution.

In addition to the United States and Ukraine, EU countries, Latin American countries such as Argentina, Chile, Colombia, Peru or Uruguay, and other states such as Australia, Canada, Turkey or Norway also supported the move. Meanwhile, 58 countries did not vote, including Brazil, Egypt, El Salvador, India, Mexico, Nigeria, Pakistan or Saudi Arabia. Since the Geneva – based Human Rights Council was formed sixteen years ago, only one other country has been suspended: Muammar Gaddafi’s Libya, which responded to the repression of the 2011 protests, re – adopted a few months later.

The council’s structure, which is determined by the annual elections, is constantly criticized for including states with highly questionable human rights records. China, Cuba, Libya, the United States, Ukraine or Venezuela currently sit on the council. Russia, meanwhile, has been a regular member, now in its second year of a three-term term.

“I am grateful to all member states for adopting the resolution,” he added, adding that “they have chosen the right side of history.”

In a statement, Russia’s ambassador to the United Nations in Geneva, Gennady Katilov, said, “Western nations do not hesitate to intimidate other delegates into pursuing their goals.
