Li is the highest ranking Chinese diplomat to visit Ukraine since the invasion of Moscow in February 2022, and his arrival in Kiev comes three weeks after Ukrainian President Volodymyr Zelensky spoke on the phone with Chinese leader Xi Jinping.

An EU spokesperson said the note does not specify what would constitute “politicized propaganda”, nor does it provide further information on the matter.

According to diplomats in Beijing, Ukrainian flags and banners put up by the embassies of Canada, France, Germany and other governments are the only public displays by most foreign missions other than tourist advertisements.
