Kadyrov wrote in a telegram, “Ukrainian forces cannot leave the city, all the gates are blocked. Even if they try hard, it is impossible to break through the tight encirclement.”
Pro-Russian forces also confirmed to Interfax that Lysizansk “is completely surrounded. Yesterday, three other settlements near the city ended up in Russian hands. Even the oil refinery.”
Lugansk Region Governor Serhii Haidai said people were fleeing their homes and that fires had broken out in several parts of the city.

For their part, Luhansk military spokesmen announced a mass withdrawal of Ukrainian armed forces from Lysizansk.
Ka-52 “Alligator” attack helicopters operate near Lisichansk, destroying the armor, infantry and fortifications of the Ukrainian army with unguided missiles without entering the air defense zone.
The republic’s Interior Minister Vitaly Kiselev noted that units of the Lugansk militia have entered Lysizhansk and are now in the area of the Shakhtar Stadium, which is practically the center of the city.
“Our (LPR People’s Militia) units entered Lysizansk near Shakhtar’s stadium,” Kiselev said, adding that it was practically the center of the city.
Earlier, the aide to the head of the Chechen Republic, Abdi Aladinov, commander of the Akhmat special unit, said that Lisizhansk had come under the full control of allied forces and that the city was being cleaned up.
According to Andriy Marochkov, an officer of the People’s Militia of the LPR, Lysizansk was the last stronghold of the Ukrainian army on the territory of the republic.
However, the high command in Ukraine rejects the advance of Russian forces and their allies in the Luhansk region, and they maintain command in Lysisansk.
